Explicitly provides that a patient has a right to choose to obtain an abortion, or terminate a pregnancy if the termination is necessary to protect the patient's life or health. Repeals criminal penalties for violations of certain abortion provisions. Clarifies which health care providers may provide abortion care.

Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaiʻi and community college system. Effective 6/30/3000. (HD2)
Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.
Requires that a written disclaimer be provided by sellers or providers of emotional support animals or certificates or identification tags for emotional support animals that the animal is not a service animal or the item does not qualify as an item for a service animal. Establishes the housing assistance program, to be carried out by the housing assistance program coordinator, within the department of human services to provide state grants and rental subsidies to private property owners who set aside, construct, or improve accessory dwelling units on their properties and rent the units to families or individuals who are homeless. Establishes the temporary housing assistance program commission and positions to support the housing assistance program. Appropriates funds. Sunsets 6/30/2029.
Establishes the state YouthBuild program to assist nonprofit and public entities in applying and qualifying for federal YouthBuild program grants. Authorizes the department of labor and industrial relations to award grants to eligible nonprofit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser. Reduces, then later exempts, the tax collected for the sale of nonprescription drugs.
Requires the department of health to establish a two-year pilot project to test Tier 1 beaches for Staphylococcus aureus and methicillin-resistant Staphylococcus aureus not less than monthly. Requires a report to the legislature before the regular sessions of 2024, 2025, and 2026. Appropriates funds.
Makes unlawful for any person to play, use, operate, or otherwise permit a sound amplifier that creates a noise disturbance within thirty feet of a hotel, detached dwelling, or multi-family dwelling in Waikiki between the hours of 7:00 p.m. to 6:00 a.m. Establishes civil fines and criminal penalties for violations.
