Appropriates funds for the department of transportation to develop, in conjunction with the appropriate counties, a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas in counties with a population of more than five hundred thousand. Establishes an ombudsman's office for homeowner associations within the department of commerce and consumer affairs. Establishes an ombudsman's office special fund. Requires board members of condominium associations, cooperative housing corporations, and planned community associations to meet certain educational requirements through classes offered by the ombudsman. Updates statutes relating to condominium associations, cooperative housing corporations, and planned community associations to integrate the role and functions of the ombudsman's office for homeowner associations. Provides protections to individuals involved in the sex trade from the consequences under criminal law of disclosing their engagement or being identified as engaging in prostitution while in the course of seeking medical or law enforcement assistance.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.
Establishes the Hawaiʻi reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaiʻi, and project reproductive care workforce needs.
