RELATING TO CESSPOOLS.

Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaiʻi, to begin with the 2024 general election year. Requires the Campaign Spending Commission to submit a report to the Legislature. Appropriates funds.

Requires rental housing projects to maintain, in perpetuity, 50% of the project's units for certain low-income tenants in order to be eligible for the Hawaiʻi Housing Finance and Development Corporation's rental assistance program.

RELATING TO EDUCATION.

Requires the department of education to fully implement the farm to school program and farm to school meals program by the 20242025 school year. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Requires the office of talent management of the department of education to conduct a compensation review of school cafeteria supervisor positions. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO EDUCATION.

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. RELATING TO FIREARMS.

Increases the minimum classroom instruction time for state certified or National Rifle Association certified firearm safety courses from four to fourteen hours. Requires firearm safety courses to include additional subject matter. Requires applicants for a license to carry a concealed firearm to pass a written test, participate in an in person interview, and provide information to demonstrate that the applicant is of good moral character and sufficient mental competence.

RELATING TO BOOSTER CLUBS.

Requires school booster clubs who raise more than $50,000 to be audited by the department of attorney general's tax and charities division on a regular basis. Requires the audited school booster club to reimburse the costs of the audit. Effective 6/30/3000. (HD1)
