Prohibits residing in, on, or within fifty feet of a freshwater waterway. Authorizes state and local law enforcement agencies, including the Department of Land and Natural Resources' Conservation and Resources Enforcement Program and county police, to enforce the prohibition.
Categorizes electric bicycles into three classes based on speed and operation. Establishes regulations for electric bicycles. Requires electric bicycle manufacturers and distributors to apply a label to each electric bicycle specifying the classification number, top assisted speed, and motor wattage of the electric bicycle. Imposes licensure and insurance requirements for class three electric bicycles.
Establishes a state-owned bank implementation board within the Department of Commerce and Consumer Affairs to determine the need for, potential costs and benefits of, and prerequisites to establishing a state-owned bank. Requires a report to the legislature.
Exempts drug paraphernalia for marijuana from certain penalties under the Uniform Controlled Substances Act. Lowers the penalties for the possession and transfer without remuneration of certain amounts of marijuana, marijuana concentrate, and marijuana-infused products. Makes smoking marijuana in a public place a violation under the offense of promoting a detrimental drug in the third degree.

Prohibits the licensing of an adult residential care home, expanded adult residential care home, or developmental disabilities domiciliary home that is financed, managed, operated, supervised, directed, or owned in whole or in part by a person convicted of a gambling offense.
Allows the Hawaii Community Development Authority to approve residential development on certain parcels of land in the Kakaako Makai area. Raises the building height limit on certain parcels in the area. Requires a certain percentage of the residential units developed on certain parcels to be allocated to households at or below a certain income level, with priority given to certain essential workforce in the area. Limits the sale of residential units developed in certain residential developments to prospective owner-occupants. Requires the Hawaii Community Development Authority to determine a Kakaako Makai Association Fee to be collected from all residential developments on certain parcels to be deposited into a special account in the Hawaii Community Development Revolving Fund to fund various services and projects in the Kakaako Makai area.
Repeals the requirement to use the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the Director of Finance to expend moneys in the trust fund to provide incentive payments to Hawaii public school ABLE account owners. Appropriates funds for incentive payments to Hawaii public school ABLE account owners and to fund a position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE Savings Program.
Beginning 1/1/2026, requires health insurers and mutual benefit societies to provide coverage for traditional native Hawaiian healing and cultural practices offered through a Federally Qualified Health Center or a Native Hawaiian Health Care System.
Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is near or above a significant aquifer as determined by the Department of Health. Reduces the required buffer zone around waste or disposal facilities.
