Appropriates funds for the Department of Health to develop and implement a public health and informational campaign; administer grants to prevent substance misuse among youth; and administer grants to treat substance use disorder among youth.

Establishes a process, beginning on January 1, 2026, for automatically preregistering or registering public, charter, and private school-enrolled students who are at least 16 years old to vote.

Mandates that each school sporting event of 25 or more participants have an AED trained faculty member or athletic trainer in attendance and all schools be equipped with AED devices, Narcan, EpiPens, and inhalers. Mandates CPR training for coaches and athletic trainers. Appropriates funds.

Allows tenants who prevail in a lawsuit for a violation of the Residential Landlord-Tenant Code to be awarded damages, reasonable attorney's fees, and costs of the suit.

Amends the Hawaii renewable hydrogen program and hydrogen investment capital special fund to include a broader focus on long duration clean energy storage. Transfers responsibility for the program to the Hawaii State Energy Office. Appropriates funds.

Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents.

Establishes the Hawaii State Fellows Program within the Department of Human Resources Development to match talented applicants with full-time, paid fellowship roles in various state agencies for a period of ten to eleven months. Establishes minimum qualifications and procedures for eligible applicants to apply to the program. Gives preference to eligible program applicants who have pre-existing ties to the State or a demonstrated commitment to long-term leadership in the State. Requires the Department of Human Resources Development, in consultation with the Department of Labor and Industrial Relations, to coordinate with state agencies to implement and promote the program. Requires a report to the Legislature. Appropriates funds.

Revises the deadline for a county council to take action on a low- and moderate-income housing project's application from 45 days to 90 days after receipt of the applicable agency's report and the proposed project's preliminary plans and specifications.

Requires graduates of the University of Hawaii John A. Burns School of Medicine who have paid in-state tuition to serve as a physician in the State for at least 2 years following their medical residency or fellowship. Begins with the class of 2029.

Prohibits foreign entities from owning, leasing, or holding a controlling interest in more than an unspecified number of acres of agricultural land. Limits the lease term for agricultural land by foreign entities. Requires foreign entities that own or lease interest in agricultural lands to file an annual report with the Department of Agriculture. Appropriates funds.
