RELATING TO THE HAWAII CHILD NUTRITION PROGRAMS.

Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment. RELATING TO TRANSPORTATION.

Prohibits the issuance of a certificate of inspection for a moped or motor vehicle that has been altered, installed, or otherwise modified in any way which will noticeably increase the noise emitted by the motor vehicle or moped above that emitted by the motor vehicle or moped as equipped from the factory, except for motorcycles and mopeds that do not exceed certain federal regulations. RELATING TO INSURANCE.

RELATING TO SCHOOL MEALS.

Requires the Department of Education to authorize and facilitate complex areas or individual public schools to form their own farm to school meal programs through partnerships to meet the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030. Allows the Department of Education to establish a plant-based meal program no later than the 2026-2027 school year. Effective 7/1/3000. (HD1)

RELATING TO ELECTRIC BICYCLES.

Prohibits a person under the age of fifteen from operating a class 3 electric bicycle. Prohibits a person sixteen years of age or older from operating a class 3 electric bicycle unless the person satisfies certain requirements. Effective 7/1/3000. (HD1)

RELATING TO ELECTRIC BICYCLES.

Establishes additional regulations for the registration and use of electric bicycles. Amends the definition of electric bicycles subject to various state laws and classifies electric bicycles by top assisted speed. Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits anyone under fifteen from operating a class 3 electric bicycle. Increasing the age for those required to wear a helmet when operating a bicycle. Effective 7/1/3000. (HD1)

RELATING TO EMERGENCY RESPONSE.

Authorizes emergency medical technicians in the State to administer buprenorphine after the administration of an opioid antagonist during an opioid-related drug overdose response. Requires the Department of Health to adopt rules that incorporate standard protocols associated with opioid-related drug overdoses and buprenorphine administration, allocate resources for EMT training, and coordinate with emergency medical services providers in the State regarding the administration of buprenorphine.
