Expands the certification incentive program to include speech pathologists. Clarifies school eligibility requirements. Adds an additional temporary bonus for teachers and speech pathologists who continue to be employed at a school that has transitioned out of the incentive program's eligibility criteria. Establishes a task force to evaluate the economic impact of the military's presence in Hawaii.
Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.
Requires the house and senate to permit remote testimony, via telephone, at public hearings.
Makes an appropriation to the Emergency and Budget Reserve Fund.
Limits the square footage occupied at any state airport by permitted tour aircraft not in flight to an unspecified number of square feet.
Establishes a nonrefundable state child tax credit.
Eliminates the individual income tax for single filers and heads of households making less than $20,000 or joint filers making less than $40,000 and increases the income tax rate more slowly for low and medium-income filers.
Requires the State Foundation on Culture and the Arts to erect monuments and displays on Kauai, and support other specified awareness efforts, to memorialize the 1924 Hanapepe Massacre victims and the contributions of Kauai sugar plantation laborers as a whole. Appropriates funds.
Changes the Board of Education from one centralized Board to a Board for each county. Gives authority to county mayors to appoint members to the Board.
