Requires the department of taxation to authorize qualifying individual taxpayers to elect to reduce the amount of tax withheld from their wages for each withholding period, by an amount equal to the prospective amount of the earned income tax credit that the taxpayer would otherwise be entitled to claim on an annual basis. Takes effect on 1/1/2050. (HD1)
Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land unless the subsequent lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, or the prior lease interest held by the lessee was a partial interest held with another lessee or lessees. Establishes a GET exemption for all gross proceeds arising from medical services provided by qualified physicians to patients who receive Medicaid or Medicare benefits. Applies to taxable years beginning after 7/1/2050 and ending before 1/1/2022. (HD1)
Establishes Employment First as a policy of the State and counties for persons with disabilities. Requires state and county agencies to implement Employment First in hiring and in all programs and services administered or funded by the State or counties. Applies Employment First principles to Medicaid home- and community-based waiver programs. Takes effect on 12/31/2059. (HD1)
Establishes a pilot program for an economically feasible solution for the conversion of cesspools in Hawaii. Appropriates funds. Effective 7/1/2050. (HD1)
Requires the Department of Health to promote food donation during normal, routine inspections of food establishments. Permits the donation of food. Expands liability protection for the donation of food. Authorizes the donation of food directly to the needy and expired food under certain circumstances. Effective 7/1/2050. (HD1)
Requires publicly held domestic and foreign corporations to include certain numbers of females among their boards of directors. Authorizes administrative fines for noncompliance. Takes effect on January 1, 2050. (HD1)
Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency. Effective 7/1/2050. Establishes a task force within the department of health to conduct a study on sun protection factor ingredients and the feasibility of further limiting their use in sunscreens in the State. Effective 7/1/2050. (HD1)
