RELATING TO STANDARDS OF CONDUCT.

Prohibits a state agency from entering into any contract to procure or dispose of goods or services, or for construction, with any business that is owned or operated, or in which a controlling interest is held, by a relative or household member of a director or deputy director of a principal state department.

RELATING TO ARTIFICIAL INTELLIGENCE LITERACY EDUCATION.

Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Establishes the Advisory Council for Artificial Intelligence Education. Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education. Requires reports to the Legislature. Appropriates funds.

RELATING TO AGRICULTURAL TOURISM.

Establishes statewide, uniform standards to promote agricultural tourism activities in the State for all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. RELATING TO THE ACQUISITION OF THE SAINT FRANCIS SCHOOL CAMPUS FOR THE UNIVERSITY OF HAWAII AT MANOA.

RELATING TO HAWAIIAN AFFAIRS.

Establishes a Royal Mausoleum Commission within the Department of Land and Natural Resources to develop and implement policy for the preservation, operation, and outreach of Mauna ʻAla. Allows the Royal Mausoleum Commission to make rules as necessary, employ staff, and receive private or federal funds. Requires the Royal Mausoleum Commission to report annually to the Legislature. Requires the Legislature to appropriate sufficient funds to support the Royal Mausoleum Commission.

Requires the Chief Data Officer to enhance the State's open data portal website through the phased development and publishing of an artificial intelligence chatbot and necessary data visualizations on statewide shared data sets to assist the public in navigating the open data portal website and finding information about statewide services across state departments and agencies. Requires the Chief Data Officer to develop a system to evaluate and select for procurement artificial intelligence governance tools for use by state departments and agencies and establish a mechanism for reporting and publication of artificial intelligence use cases and artificial intelligence vendors used by the departments and agencies.
