RELATING TO GOVERNMENT CONTRACTS.

Requires contractors performing an agency function to retain records related to the performance of that function and provide agencies with access to those records. Deems the records to be government records under the Uniform Information Practices Act. Effective 7/1/3000. (HD1)

RELATING TO CAMPUS SAFETY.

Requires students of the University of Hawaii, including transfer students, to complete training on federal laws and University policies regarding sexual misconduct prior to the completion of initial registration into the university of Hawaii system. Amends the frequency that training and programming regarding sexual misconduct is provided to university of Hawaii students and employees.

RELATING TO WORKFORCE DEVELOPMENT.

Establishes a five-year agriculture and biosecurity workforce development pilot program within the Department of Agriculture and Biosecurity, in collaboration with the University of Hawaii's Leeward Community College, Department of Human Resources Development, and Department of Law Enforcement. Requires a report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO HIGHER EDUCATION.

Establishes a statewide framework for the assessment and the award of academic credit for prior learning acquired through military service, workforce training, apprenticeships, professional certifications, and other structured learning experiences outside of traditional classrooms.

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to require contractors to disclose information regarding their employees' wages, benefits, hours, and employment status. Effective 7/1/3000. (HD1)

RELATING TO GAMBLING.

Prohibits any casino, gambling enterprise, or gambling facility from being located on state lands within or adjacent to the Aloha Stadium Development District project area or on any lands under the jurisdiction of the Stadium Authority. Prohibits athletic programs of the University of Hawaii from competing in venues that are operated by or physically integrated with a gambling enterprise while clarifying that standard naming-rights or advertising agreements do not constitute prohibited sponsorships.

RELATING TO PLANT-BASED FOOD AND DRINKS.

Requires the Departments of Corrections and Rehabilitation, Accounting and General Services, and Health to establish a Plant-Based-By-Default Program for food and drinks offered at state-operated prisons, state-licensed hospitals, and government-sponsored events. Requires annual reports to the Hawaii Climate Change Mitigation and Adaptation Commission.

RELATING TO ANIMAL IMPORTATION.

Requires, as a condition of entry into the State, documentation verifying that any dog or cat imported into the State has been surgically sterilized, subject to certain exemptions. Requires the Department of Agriculture and Biosecurity to establish a breeder registry and adopt rules.

RELATING TO ENVIRONMENTAL REVIEW.

Specifies a time limit for the validity of a finding of no significant impact of a final environmental assessment or acceptance of a final environmental impact statement for a proposed action. Requires an agency or applicant to commence a new environmental review process for the proposed action if the validity expires.
