RELATING TO MENTAL HEALTH.

Establishes a five-year pilot program in the department of health to expand existing county programs that make one or more mental health professionals available to assist county first responders in responding to mental health crises in areas in the urban core with high rates of homelessness. Requires a report to the legislature. Appropriates funds.

RELATING TO WATER CONSERVATION.

Establishes a two-year water neutrality turf replacement pilot program in the county of Maui department of water supply to provide financial incentives to replace irrigated turf with turf or other plants that use less water. Requires a report to the legislature by 11/1/2025. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO NURSES.

Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.

Prohibits the sale of flavored tobacco products and the mislabeling of e-liquids as nicotine free. Authorizes the department of health to appoint, commission, or contract for services of inspectors. RELATING TO ELECTRONIC SMOKING DEVICES.

Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Establishes a tax of ten per cent for the wholesale price for electronic smoking devices. Allocates a portion of funds collected on excise taxes on electronic smoking devices to the trauma system special fund, community health centers special fund, emergency medical services special fund, and tobacco enforcement special fund. Permits funds in the tobacco enforcement special fund to be used to enforce provisions prohibiting the sale and distribution of electronic smoking devices to, and possession or use of electronic smoking devices by, persons under the age of twenty-one.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Appropriates funds from the natural resource management special fund for the purposes of the fund and administrative, office, and staffing expenses.

RELATING TO MENTAL HEALTH.

Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Allows psychologist license applicants to take licensing examinations before completing other requirements.
