Makes comprehensive updates to chapter 436E, Hawaiʻi Revised Statutes, regarding acupuncture practitioners, to reflect modernized scopes of practice, titles, and licensing and renewal requirements. Beginning with the renewal for the licensing biennium commencing 7/1/2025, requires licensees to complete continuing education as determined by the board. Allows the board of acupuncture to issue licenses by reciprocity.

Establishes licensure for school psychologists consistent with National Association of School Psychologists standards. Clarifies that the exemptions from licensure as a psychologist apply to those persons employed as school psychologists by an educational institution and practicing only within a school setting. Prohibits private practice by school psychologists. Renames the Hawaiʻi teacher standards board the Hawaiʻi teacher standards and school psychologists board; amends the composition of the board to include two school psychologists and requires the board to submit a report to the legislature. Sunsets 7/1/2026.
Adds "community health center" to the list of eligible organizations at which those with a community service license may practice. Allows dental hygiene and dental college graduates who have graduated from educational programs recognized by the American Dental Association Commission on Dental Accreditation to apply for temporary or community service licenses. Expands eligibility for a community service license to practice dentistry to those candidates who have passed the Integrated National Board Dental Examination within five years of the date of request. Authorizes the issuance of special number plates to commemorate Duke Kahanamoku. Effective 6/30/3000. (HD1)
Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.
Makes the community court outreach project permanent. Amends the project to address homeless defendants and expand the opportunities for eligible defendants to participate. Appropriates funds for additional personnel and enhanced security services. Effective 6/30/3000. (HD1)
Provides scholarships for the unmet direct cost needs of qualified students at any four-year University of Hawaiʻi campus who meet certain eligibility criteria. Makes an appropriation for the Hawaiʻi promise program. Effective 6/30/3000.
Amends the dispensary program licensing fee structure. Adds or clarifies signage, manufactured cannabis product, packaging, escort, and background check requirements for the medical cannabis dispensary program. Establishes annual reporting requirements to increase public transparency regarding the medical cannabis registry program. Makes various housekeeping amendments.
Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms. Excludes certain manufacturers, dealers, distributors, and importers of certain motor vehicles or motor vehicle equipment, all-terrain sports vehicles and motorcycles, heavy construction equipment, and medical equipment valued at or over $100,000.
Adjusts the method by which the department of human services shall calculate payments to providers of medical care and long-term supports and services. Appropriates funds.
