Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Appropriates funds.
Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department. Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.
Caps the primary and secondary ticket seller service charges that may be added on to event ticket prices. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits speculative tickets and the usage of bots.
Requires the Department of Labor and Industrial Relations to establish a three-year child care pilot grant program to provide grants to employers to assist in offering child care or caregiving support for their employees.
Allows state departments to participate in temporary employee interchanges with private sector organizations, including nonprofit and for-profit organizations. Limits the term for a temporary employee interchange with a private sector organization to no more than four continuous months. Effective 7/1/3000. (HD1)
