RELATING TO INVASIVE SPECIES.

Requires the Hawaiʻi Ant Lab to share data collected related to invasive ant surveys with the Department of Agriculture and Department of Land and Natural Resources. Appropriates funds for the Hawaiʻi Ant Lab to support little fire ant mitigation and eradication efforts. Effective 7/1/3000. (HD1)

RELATING TO TOBACCO PRODUCTS.

Beginning 7/1/2026, amends existing law regarding preemption of local ordinances and regulations regulating the sale of cigarettes, tobacco products, and electronic smoking devices as a matter of statewide concern to clarify that the State's preemption power extends solely to the taxation of cigarettes, tobacco products, and electronic smoking devices and allows counties to adopt ordinances and regulations that regulate smoking or the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking. Prohibits the counties from enacting an ordinance or a regulation that imposes a fee or tax on the sale of cigarettes, tobacco products, or electronic smoking devices. Effective 7/1/3000. (HD2)

RELATING TO THE UNIVERSITY OF HAWAII.

Appropriates funds for salaries and fringe benefits of positions for the University of Hawaiʻi Institute for Astronomy's Space Sciences Workforce Development Program, Maunakea Scholars Program, and Akamai Internship Program. Appropriates funds for office equipment and supplies for the Maunakea Scholars Program and Akamai Internship Program.

RELATING TO WORKFORCE DEVELOPMENT.

Amends the Hawaiʻi Workforce Development Council law to be consistent with the General Appropriations Act of 2021. Renames "Hawaiʻi Workforce Development Council" to "Hawaiʻi Workforce Development Board". Requires the Hawaiʻi Workforce Development Board and local workforce development boards to develop written conflict of interest policies. Amends provisions related to the selection of the Chairperson, duties, and powers of the Hawaiʻi Workforce Development Board. Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative. RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, Hawaiʻi Revised Statutes. Makes appropriations to establish six full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Effective 7/1/3000. (HD1)
