RELATING TO CANNABIS.

Requires the Alcohol and Drug Abuse Division of the Department of Health to develop and implement a comprehensive messaging and informational campaign to prevent cannabis use among the State's youth. Requires the Division to establish and enter into contracts with community-based organizations to award grants to prevent substance misuse among youth through evidenced-based prevention programs. Requires a report to the Legislature. Appropriates funds.

RELATING TO MEDICAL CANNABIS.

Prohibits an employer from discriminating against a person in hiring, termination, or any term or condition of employment based on the person's status as a medical cannabis registry card holder, under certain conditions. Authorizes an employer to use a fit-for-duty test for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations. Effective July 1, 3000. (HD1)

RELATING TO CRIMINAL JUSTICE REFORM.

RELATING TO PUBLIC EMPLOYMENT.

Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.

RELATING TO EARLY CHILD CARE.

Requires the Department of Human Services to establish and implement a Child Care Provider Subsidy and Bonus Program to provide subsidies to retain the existing child care workforce in licensed infant and toddler child care centers, group child care centers, and group child care homes and bonuses to registered family child care homes. RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.
