MODERATE
The bill was revised to reflect its status as House District 1 (HD1) and updated several administrative details, including the bill number, tracking codes, and dates. The most significant substantive change is the effective date of the act, which was set to July 1, 3000, likely as a placeholder or error. The text also updated references to 'Hawaii' to 'the State' for consistency.
Scope change
The bill's scope remains focused on medical cannabis, but the effective date change significantly alters when the new employment protections will apply.

TECHNICAL

The bill title was updated from 'HB325' to 'HB325 HD1', and the header was changed to 'H.D. 1'.
