Requires the Department of Corrections and Rehabilitation, in collaboration with various agencies and upon request of the inmates, to assist inmates in obtaining the inmates' civil identification card, birth certificate, social security card, and other relevant identification necessary for successful reentry into society, as soon as practicable. Requires the Department of Corrections and Rehabilitation to initiate the process of obtaining identifying documents for inmates released to work furlough, extended furlough, or community placement programs, by providing the forms necessary for the inmate to obtain civil identification cards and other identifying documents to the inmate as soon as practicable. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Requires the Department of Human Resources Development to conduct a compensation review of school cafeteria supervisor positions. Appropriates funds.
Appropriates funds for the Office of the Governor, in collaboration with the Insurance Division of the Department of Commerce and Consumer Affairs and Hawaii Emergency Management Agency, to strengthen existing hurricane shelters and develop new hurricane shelters to withstand category five hurricanes.
Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a countywide needs assessment of resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Appropriates funds. Sunsets 7/1/2032.
Requires, for tenancies greater than 90 days, a landlord to notify a tenant of any intent to raise the rent for any subsequent rental agreement or any intent to terminate a rental agreement 60 days before the expiration of the original rental agreement. Requires 90 day's notice for a landlord or tenant to terminate tenancies of three years or more and 60 days' notice to terminate tenancies of less than three years, with certain exceptions. Increases the amount of notice required to terminate tenancies that are less than month-to-month. Effective 7/1/3000. (HD1)
Establishes new requirements for identifying certain top contributors for election campaign purposes. Prohibits structuring, assisting in structuring, or attempting to structure or assist in structuring any solicitation, contribution, expenditure, disbursement, or other transactions. Establishes additional penalties regarding campaign finance violations. Adds and amends various definitions for purposes of campaign finances. Amends reporting requirements for schedules filed for noncandidate committee reports. Repeals certain required information for noncandidate committees making only independent expenditures for late contribution reports. Expands information required for a noncandidate committee that makes independent expenditures of more than $500. Increases the aggregate amount that triggers when a person is required to file a statement of information. Repeals an authorization for a nonprofit organization operating as a noncandidate committee to use a donation for certain expenditures. Requires certain noncandidate committees to maintain transfer records. Requires certain information to be reported to a noncandidate committee. Repeals the requirement to identify certain top contributors.
Establishes the Small Housing Provider Grant Program under Hawaii Housing Finance and Development Corporation to provide grants to eligible property owners of multi-family buildings for renovations, repairs, and addressing hazardous and unsafe living conditions. Appropriates funds.
Requires the Department of Land and Natural Resources to evaluate its facilities for compliance with the Americans with Disabilities Act and compile a list of non-compliant facilities. Requires report to the Legislature.
Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is near or above a significant aquifer as determined by the Department of Health. Reduces the required buffer zone around waste or disposal facilities.
