Requires members of the Hawaiʻi Correctional System Oversight Commission be subject to the advice and consent of the Senate. Extends the term of the Oversight Coordinator for the Hawaiʻi Correctional System Oversight Commission. Requires the Commission to publish a summary of an investigation and any action taken by the Commission in response. Authorizes the Commission to hold a meeting closed to the public to discuss with the Oversight Coordinator a complaint investigated when necessary to maintain confidentiality, under certain conditions. Broadens the Oversight Coordinator's power to make inquiries, obtain information, and inspect the premises of agencies and correctional facilities. Effective 6/30/3000. (SD1)
Amends Act 36, SLH 2019, to change the effective date from 7/1/2050 to 7/1/2024.
Authorizes the Department of Health to require all restaurants and hotel establishments to maintain an inventory of an opioid antagonist. Expressly permits law enforcement officers to carry an opioid antagonist while on-duty. Requires funds for the purchase of opioid antagonists used by law enforcement officers employed by a county to be paid for using county funds. Clarifies that emergency personnel and first responders may administer an opioid antagonist to an individual experiencing an opioid-related drug overdose. Takes effect 12/31/2050. (SD1)
Allows the court to order substance abuse assessment and treatment of a defendant before trial. Prohibits the revocation or forfeiture of parole or arrest of a parolee solely due to the parolee having one positive test for drug or alcohol use. Takes effect 4/14/2112. (SD1)
Appropriates funds to support the Department of Health's Senior Fall Prevention Campaign. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025. Effective 7/1/2050. (SD1)
Proposes a constitutional amendment to increase the mandatory retirement age for state justices and judges from seventy years to seventy-five years. (SD1)
