RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)

RELATING TO WATER.

Part I: Establishes a WAI Policy Coordinator and other positions within the Commission on Water Resource Management for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Part II: Allows the Commission of Water Resource Management to retain independent legal counsel. Repeals the position of deputy to the chairperson of the Commission and establishes the position of Executive Director of the Commission. Amends the composition of the Commission and administratively attaches it to DLNR. Authorizes entities to challenge an emergency order of the Commission under certain conditions. Establishes fines for certain water use offenses. Amends the Commission's authority to declare water emergencies and issue orders to address them and declare water shortages and related notice requirements. Specifying that the nominating committee of the Commission shall include one person appointed by the Chief Executive Officer of the Office of Hawaiian Affairs. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SDl)

RELATING TO EARLY CHILD CARE.

Requires the Department of Human Services to establish and implement a child care provider subsidy and bonus program to provide subsidies to retain the existing child care workforce in licensed infant and toddler child care centers, group child care centers, and group child care homes and bonuses to registered family child care homes. Requires annual reports to the Legislature. Makes appropriations. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/3000. (SD2)

RELATING TO CRISIS INTERVENTION.

Establishes the Behavioral Health Crisis Center Pilot Program. Authorizes the Department of Health to establish or contract with behavioral health crisis centers in each county. Requires reports to the Legislature. Appropriates funds for the pilot program, including a triage center for medically monitored detoxification and the treatment of substance abuse disorders and mental illnesses. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 7/1/2050. (SD2)

RELATING TO LITTLE FIRE ANTS.

Appropriates funds to support the Hawaiʻi Ant Lab in mitigating the effects of little fire ants in the State. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 7/1/3000. (SD1)

RELATING TO ZONING.
