Requires the Department of Health to establish and administer an electronic smoking device disposal program for the collection and disposal of electronic smoking devices that contain rechargeable lithium-ion batteries. Requires all retail tobacco stores that sell electronic smoking devices to participate in the program or be subjected to a fine.

Establishes and appropriates funds for an invasive species placard program. Requires the department of agriculture to inspect certain establishments that are at risk of spreading invasive pests. Establishes correction and quarantine procedures.
Establishes that House of Representative members of the same political party as the prior incumbent, not the Governor, shall make appointments for vacancies in the House of Representatives.

Establishes a statewide firefighting helicopter program, to be administered by the State Fire Marshal. Declares that the expenditure exceeds the state general fund expenditure ceiling for 2024-2025. Establishes that this measure only takes effect if another bill is passed that establishes a State Fire Marshal position.
Prohibits any articles of incorporation, declaration, bylaws, administrative rules, house rules, or association documents of a condominium property regime, planned community association, or homeowners' association from prohibiting or restricting the cultivation of vegetable gardens within any of its units.
Requires the department of labor and industrial relations to establish and administer a family leave insurance program. Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.
Amends the requirements for licenses to carry firearms concealed or unconcealed. Requires possession and display of a valid license when publicly carrying firearms.
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
