Requires, and appropriates funds for, the Department of Education to establish a standards-based Water Safety Education Pilot Program. Effective 7/1/3000. (HD1)

Amends the renewable fuels production tax credit by: increasing the tax credit rate; specifying that the credit may be claimed for fuels that meet certain lifecycle greenhouse gas emissions and product transportation emissions thresholds; adding credit values for low lifecycle emissions renewable fuels and sustainable aviation fuels produced; allowing a taxpayer who previously claimed a credit to claim another credit for taxable years beginning after 12/31/2024; amending the credit period to be for a maximum period of ten consecutive years beginning from the effective date of this Act; and amending the required information in the certified statement. Beginning on 1/1/2026, increases transient accommodations tax rates by 1 percentage point. Deposits the increased revenues into the Hawaiian Home General Loan Fund established under the Hawaiian Homes Commission Act, 1920, as amended. Effective 7/1/3000. (HD1)

Establishes a Teacher Workforce Housing Stipend Program to support teacher retention at public and charter schools classified as hard-to-staff. Requires reports to the Legislature. Amends the purpose and uses of the Teachers' Housing Revolving Fund. Appropriates funds. Effective 7/1/3000. (HD2)

Establishes the position of Ka Papahana Kaiapuni Program Complex Area Superintendent. Requires that at least one at-large member of the Board of Education be a proficient Hawaiian speaking educator, practitioner, or scholar of Hawaiian studies or the Hawaiian language, to be selected from a list of three nominees submitted by the President of the Senate, Speaker of the House of Representatives, and Office of Hawaiian Affairs. Clarifies the purpose and objective of the Hawaiian Language Medium Education Program. Appropriates funds. Effective 7/1/3000. (HD2)

Appropriates funds to the Department of Hawaiian Home Lands to expand the sewer network and lines within and throughout the Keaukaha homestead. Effective 7/1/3000. (HD1)

Requires the counties to adopt ordinances for the regulation of retention and detention ponds. Requires the counties to conduct a survey of existing retention and detention ponds and make a report to the Legislature. Appropriates funds as a grant-in-aid to the counties. Effective 7/1/3000. (HD2)

Prohibits pedestrians from walking along the roadway of an interstate highway, an auxiliary interstate highway, or certain state highways except while conducting authorized first responder duties or highway maintenance duties. Effective 7/1/3000. (HD1)

Beginning with the 2025-2026 school year, requires the Department of Education to provide free breakfast and lunch to all students enrolled in department schools. Appropriates funds. Effective 7/1/3000. (HD1)
