Directs the Department of Human Services to adopt rules to expand Medicaid eligibility to all children in the State from birth to age 5 years without regard to household income. Appropriates moneys.
Authorizes physicians to practice at organized ambulatory health care facilities even if the physician does not have hospital privileges at a licensed hospital in the same geographic location as the ambulatory facility. Provides that a written transfer agreement is not required to transfer a patient from an organized ambulatory health care facility to a licensed hospital.
Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, to the Board of Directors of the Hawaii Housing Finance and Development Corporation.
Adds the Chairperson of the Hawaiian Homes Commission or the Chairperson's designee to the Commission on Water Resource Management. Clarifies that only the five, non-ex-officio members appointed by the Governor are required to have substantial experience in water resource management.
Establishes a process, beginning on January 1, 2026, for automatically preregistering or registering public, charter, and private school-enrolled students who are at least 16 years old to vote.
Establishes the Hawaii Food Security Special Fund to restore Supplemental Nutrition Assistance Program benefit levels to those provided in federal fiscal year 2023. Requires reports to the Legislature. Appropriates funds.
Requires any hospital with an operating room licensed by the Department of Health to adopt and implement policies to prevent exposure to surgical smoke.
Amends the Hawaii State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose to obtain an abortion and to obtain or use contraceptives.
