RELATING TO DISCLOSURE OF ATTORNEY-CLIENT AND ATTORNEY WORK-PRODUCT PRIVILEGED COMMUNICATIONS TO THE OMBUDSMAN.

Specifies that disclosure of communications by an agency to the Ombudsman does not waive any existing attorney-client or attorney work-product privilege pertaining to those communications. Prohibits the Ombudsman from disclosing privileged communications to others. Effective 7/1/3000. (HD1)

RELATING TO HOUSING.

Requires landlords or landlord's agents to accept comprehensive reusable tenant screening reports, if made available by an applicant, and prohibits application fees in such cases. Establishes remedies for refusing to accept those reports. Effective 7/1/3000. (HD1)

RELATING TO SCHOOL FACILITIES.

Requires the Department of Education to make available all public school outdoor facilities and grounds on Saturdays and Sundays for public and community use without the need for any license, permit, or deposit of fees, under certain conditions. Requires reports to the Legislature. Repeals on 6/30/2030.

RELATING TO HOUSING.

Establishes a 5-year Hawaii Builds Pilot Program within the Hawaii Housing Finance and Development Corporation and designates projects that meet specific requirements as Hawaii Builds Pilot Projects. Authorizes the Corporation to deploy moneys from the Dwelling Unit Revolving Fund for predevelopment activities or as active construction equity. Requires annual reports to the Legislature. RELATING TO PERSONAL INFORMATION.

Requires every government agency that maintains, uses, collects or processes the home address of a covered public servant or candidate, to ensure that their home address is not publicly accessible. Requires every government agency to redact or otherwise remove home addresses from certain websites, databases, and printed documents or publications. Authorizes an individual to request disclosure of the home address, under certain circumstances. Allows a covered public servant or candidate to object to the disclosure of their home address.

RELATING TO CHARTER SCHOOLS.

Authorizes the funding for rental or lease of facilities by legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/3000. (HD1)

RELATING TO THE FILM INDUSTRY.

Increases the fee amount collected from taxpayers claiming the Motion Picture, Digital Media, and Film Production Income Tax Credit and requires a portion of funds collected to be used to support the vertical film industry in the State. Expands the funding sources of the Hawaii Film and Creative Industries Development Special Fund to include revenues received by the Department of Business, Economic Development, and Tourism from managing the Hawaii Film Studio.
