Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services provided that the contract does not exceed a certain amount.
Establishes a Civil Rights Board to address the civil rights of homeless. Authorizes the board to: (1) request a law enforcement officer to initiate proceedings for an individual's emergency examination and hospitalization; and (2) if the law enforcement officer declines to do so, order the officer to address any complaint by taking action that would help to ameliorate the situation.
Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist. (HB191 HD1)
Authorizes a county that has established a county surcharge on state tax to make the surcharge permanent. Requires that a mass transit project funded by county surcharges be extended beyond its initial route. Requires that 50% of county surcharges collected be deposited into the state highway fund.
Authorizes for testing purposes the operation of autonomous vehicles in the State of Hawaii. Requires Department of Transportation to establish an application and approval process and report annually to the legislature. Makes an appropriation.
Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii's goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation by 2045. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. Amends the definition of electric vehicle to include fuel cell electric vehicles. Effective 7/1/2050. (SD2)
