Expands the powers of the Hawaii Teacher Standards Board to include approving professional development courses and programs necessary for teacher reclassification. (HB245 HD1)
Establishes the Ocean-friendly Capitol Program to encourage offices within the State Capitol to commit to ocean-friendly practices. Appropriates funds for the installation of ocean-friendly measures in the State Capitol. (HB847 HD1)
Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that a natural parent committed sexual assault of the other natural parent; the child was conceived as a result of the sexual assault by the parent; and termination of parental rights is in the best interests of the child, under certain conditions. Requires the family court to suspend custody and visitation, after proper filing of a petition and a hearing, to any child whose parent or legal guardian is charged for a sexual assault or other offense, under certain conditions.
Requires members in planned community associations subject to HRS 421J and unit owners in condominiums subject to HRS 514B to register units leased as transient accommodations. Requires associations to submit annual reports to county planning departments and Department of Business, Economic Development, and Tourism (DBEDT). Requires DBEDT to submit annual reports to the Legislature.
Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for knowingly referring or transferring patients to uncertified or unlicensed care facilities, with certain exceptions. Excludes landlords from licensure, under certain conditions. (HB1911 CD1)
Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii's goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation by 2045. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. Amends the definition of electric vehicle to include fuel cell electric vehicles. Effective 7/1/2050. (SD2)
Provides that one of the State's policies under the Hawaii State Planning Act agriculture objectives is to assure the right of Hawaii residents to engage in subsistence farming for direct personal or family consumption. (SD1)
Establishes the Hale Kokua Project, a homeless assistance pilot project under the Hawaii Housing Finance and Development Corporation, to provide incentives and assistance to City and County of Honolulu private homeowners who set aside existing dwelling units, or construct new or improve existing dwelling units, for rent to homeless families or individuals for a five-year period. Establishes an advisory Homeless Housing Assistance Coordinating Committee. Requires interim and final reports to the Legislature. (HB2409 HD1)
