Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. Proposes an amendment to the Hawaii State Constitution to repeal the exclusive power of the counties to exercise the functions, powers, and duties related to real property taxation, thereby authorizing the State to also exercise those functions, powers, and duties. Effective 7/1/2050. (HD2)
Excludes from the State Code of Ethics' prohibition against acceptance of gifts by legislators and employees, foreign protocol gifts, gifts of aloha, invitations to certain events, and meals, under certain conditions. Defines foreign protocol gifts and gifts of aloha.
Limits civil and criminal liability for persons who remove from motor vehicles unattended animals that are in physical danger; provided the person's actions are reasonable, in good faith, and in accordance with other requirements. Effective July 1, 2050. (HD1)
Requires the office of planning and sustainable development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district. Requires the auditor to disclose information, evidence, and requested documents, including working papers, to an investigating committee after the final audit report has been issued.
Imposes a heightened penalty of a class C felony for persons who repeatedly commit the offenses of gambling or possession of gambling records in the second degree. Raises the criminal penalty to a class C felony for the offense of possession of gambling devices. Directs all forfeited property or proceeds from sales thereof to units of state or local government that administer, manage, operate, or oversee programs addressing homelessness, substance abuse, or compulsive gambling.
