Establishes an annual general excise tax holiday for consumers and businesses for items with a retail price under $2,000; provided that businesses pass savings on to consumers.

Authorizes the Department of Hawaiian Home Lands to issue interim rules that exempt from the public notice, public hearing, and gubernatorial approval requirements of chapter 91, HRS, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. Limits effective time period of the interim rules to not more than eighteen months.
Creates an income tax credit to incentivize the food manufacturing industry in the State. Effective 6/30/3000. (SD1)
Exempts certain projects for the Department of Hawaiian Home Lands from general excise taxes. Makes permanent the exemption of certain housing developed by the Department of Hawaiian Home Lands from school impact fee requirements. Ensures that the $600,000,000 appropriated to the Department of Hawaiian Home Lands in Act 279, Session Laws of Hawaiʻi 2022, is available for expenditure until June 30, 2025. Provides a process for school placement for a child whose parent has transferred or is pending transfer from another state to a military installation in Hawaiʻi while on active military duty pursuant to an official military order. Effective 6/30/3000. (HD1)
Establishes the Safe Routes to School Advisory Committee. Requires the Safe Routes to School Advisory Committee to develop a comprehensive, statewide Safe Routes to School Plan. Amends the duties of the Department of Transportation's Safe Routes to School Program. Deposits state highway funds into the safe routes to school program special fund. Appropriates funds from the safe routes to school program special fund. (CD2)
Prohibits the sale of certain fluorescent lamps as a new manufactured product, with certain exemptions. (CD1)
Requires the Department of Education to work with certain organizations to develop and implement an active shooter training program in all public and charter schools. Allows public and charter school students to decline to participate in active shooter training. (CD1)
