Establishes the Automated Speed Enforcement Systems Program. Authorizes the state or counties to administer the Automated Speed Enforcement Systems Program. Requires fines collected beginning 1/1/2025 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program. Creates a new offense of noncompliance with the posted speed limit under the Automated Speed Enforcement System. Appropriates funds. Effective 7/1/3000. (HD1)
Increases the number of Commission on Water Resource Management members from 7 to 8, with only 5 of the 8 members required to have substantial experience in water resource management. Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, as a member of the Commission on Water Resource Management.
Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. Imposes a cap on costs charged to reproduce certain government records. Waives reproduction costs charged for the first one hundred pages if disclosure serves the public interest. Waives costs charged to duplicate certain government records in an electronic format. Imposes a cap on costs charged to search for, review, and segregate records. Provides for a waiver of fees when a record's disclosure serves the public interest.
Requires the DOE to submit an annual report to the legislature on the installation, repair, and maintenance of fire alarm systems in Hawaiʻi's public schools. Appropriates funds. Effective 7/1/3000. (HD1)
