Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage at any time throughout the year and prohibits issuers from denying the applicant a Medigap policy or certificate or make any premium rate distinctions because of health status. Requires the Insurance Commissioner to amend or adopt rules accordingly.
Establishes the Hawaiʻi health data exchange framework. Establishes a working group to assist the department of health on legislation developing and implementing the framework. Requires certain health care organizations to execute a health data sharing agreement by 9/1/2032. Establishes deadlines for certain entities to begin sharing health information. Appropriates funds. Appropriates funds for three program specialist positions within the Executive Office on Aging for Hawaiʻi's State Health Insurance Assistance Program.
Establishes a general excise tax exemption for the gross proceeds or income from the manufacture, production, packaging, and sale of diapers. Effective 6/30/3000. (HD1)
Requires the Executive Office on Aging to establish a Workforce Development and Support Center. Requires the Center to develop a Workforce Pilot Project. Requires the Workforce Pilot Project to terminate on 6/30/2026. Appropriates funds. Effective 6/30/2050. (SD1)
Expands the list of acceptable institutions or organizations that can approve the continuing education courses needed by naturopathic physicians for license renewal.
Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)
Allows telecommunications and emergency dispatchers and employees who perform similar functions employed by the State and counties to collectively bargain. Effective 6/30/3000. (HD1)
Exempts certain projects for the Department of Hawaiian Home Lands from general excise taxes. Makes permanent the exemption of certain housing developed by the Department of Hawaiian Home Lands from school impact fee requirements. Ensures that the $600,000,000 appropriated to the Department of Hawaiian Home Lands in Act 279, Session Laws of Hawaiʻi 2022, is available for expenditure until June 30, 2025. Makes permanent the issuance of county affordable housing credits to the Department of Hawaiian Home Lands. Effective 1/1/2024. (SD1)
