Allows counties with populations less than one hundred thousand to enact a zoning ordinance to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time.
Requires the department of education to provide training on social and emotional learning to all youth-serving educators, health care professionals and counselors, and agencies and programs, as well as parents of students enrolled in public schools or public charter schools. Appropriates funds to the department of education to conduct training on social and emotional learning.
Requires compliance with the Military Selective Service Act to be eligible for enrollment in a state-supported post-secondary institution, qualify for state financial assistance for post-secondary education, or be eligible for state or county employment or service. Provides exceptions. (HB422 HD1)
Prohibits any person other than a law enforcement officer or lifeguard from operating a vessel within the ocean waters of Kailua Bay on Oahu within 750 feet of the shoreline at a speed in excess of slow-no-wake.

Clarifies that restitution collections that are made pursuant to chapter 353, Hawaii Revised Statutes, when a criminal defendant is in the custody of the department of public safety include deductions from the defendant's account at the rate and in the manner established pursuant to section 353-22.6, Hawaii Revised Statutes. Requires a court-ordered restitution payment schedule to (1) set forth the foregoing requirements and (2) require, at minimum, monthly payments of 25% of the defendant's gross monthly income until restitution has been paid in full.
Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Allows the PUC to delay implementation until no later than January 1, 2020. (HB1283 HD1)
Requires all arbitrators to disclose known, direct, and material financial or personal interests. Authorizes a court to vacate an arbitration award if that arbitrator failed to make a proper disclosure.
