Authorizes the department of land and natural resources and the Hawaii community development authority to negotiate and execute ninety-nine year leases on the department's and authority's lands located within one-half mile of the city and county of Honolulu's planned rail transit stations, provided that affordable housing is included in the development plan for the lands to be leased. Sunsets on 6/30/50.

Requires any person applying for a license as an electrical contractor, pole and line contractor, high voltage electrical contractor, or electronic systems contractor to possess a trade license or an electrical engineering degree from an accredited college to perform electrical work in the State. Expands the income tax credit for low-income household renters, based on adjusted gross income and filing status. Adjusts the tax credit for inflation. Applies to taxable years beginning after 12/31/2017.
