RELATING TO CESSPOOLS.

Amends the cesspool upgrade, conversion, or connection income tax credit pilot program by repealing the provision that restricts DOH from certifying more than two residential large capacity cesspools as qualified cesspools. (HB1802 CD1)

RELATING TO HEALTH.

Requires the Executive Office on Aging to biennially update the state plan on Alzheimer's disease and related dementias, include an implementation work plan for each goal in the state plan, and include information on progress made toward the goals of the state plan on Alzheimer's disease and related dementias in its annual report to the legislature. RELATING TO HUMAN SERVICES.

Requires the Department of Human Services to reestablish the Exit and Retention Bonus Program to encourage welfare recipients to transition back into the workforce. Appropriates funds. (HB2204 CD1)

RELATING TO SEXUAL ASSAULT.

Creates a Hawaii Sexual Assault Response and Training Program to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Requires annual reports by the Attorney General to the President of the Senate and Speaker of the House. Appropriates funds. (HB2131 CD1)

RELATING TO POLICE DEPARTMENTS.

Specifies that citizen administrative complaints against a police officer that involve allegations of domestic abuse by the police officer against a family or household member shall not be required to be filed as a notarized or sworn written statement. (HB2133 CD1)

RELATING TO VIOLATION OF PRIVACY.

Amends the offense of violation of privacy in the first degree to prohibit threats or acts to disclose an image or video. Requires that any recording or image made or disclosed be destroyed or sealed and remain confidential. (HB2134 CD1)

RELATING TO INTOXICATING LIQUOR.

Permits brewpub and small craft producer pub licensees to allow minors, who are accompanied by a parent or legal guardian of legal drinking age, on the licensee's premises. (SD1)

RELATING TO LIQUOR LICENSES.

Requires the county liquor commissions to reduce submission requirements for the issuance of temporary licenses for the sale of liquor for a period not to exceed one day for fundraising events by nonprofit organizations. Permits nonprofit organizations that have been issued a temporary liquor license for a fundraising event the ability to auction off, at a live or silent auction, liquor in sealed or covered containers or services that provide liquor. Defines "nonprofit corporation" to mean charitable 501(c)(3) organizations. (SD1)

RELATING TO TOURISM.

Cancels the debt owed to the State by the Hawaii Tourism Authority for convention center construction costs and related interest. Amends the allocations of transient accommodations tax revenues to the convention center enterprise special fund and tourism special fund. Appropriates moneys for the Hawaii Tourism Authority to implement initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to address homelessness in tourist and resort areas; provided that the funds are matched dollar-for-dollar by the private sector. RELATING TO INDEMNIFICATION OF COUNTY AGENCIES.

Facilitates the process by which the University of Hawaii obtains approval to indemnify, defend, and hold harmless a county agency, its officers, agents, and employees, for university purposes and university functions on county property. (HB2299 CD1)
