Provides for paid leave for fully vaccinated employees required to stay home from work or prohibited from returning to work because of COVID-19 exposure who submit to a test within three days of being notified of the exposure and receive negative test results. Exempts commercial measuring devices utilized in taxicabs from the requirement that the HDOA measurement standards branch inspect and test all measurement standards and measuring devices.
Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.
Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components: a housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited the Women's Community Correctional Center, for two years after the exit. Requires certain agricultural buildings or structures exempt from building permits and building codes to be consistent with an agricultural farm plan for the property and to be made available by the owner or occupant for inspection by a county building official at any time. Establishes a new licensing regime for boiler inspectors and elevator inspectors, including the creation of a boiler and elevator inspectors board. Transfers the licensing of boiler inspectors and elevator inspectors from the department of labor and industrial relations to the board. Clarifies that any inspection required under the Boiler and Elevator Safety Law, including inspections required to be done by the department, may be directed to be completed by licensed qualified boiler inspectors or licensed qualified elevator inspectors.
