Requires the governor's coordinator on homelessness to collect and maintain a database of private property owners who give prior consent for homeless service providers to enter an owner's private property, for purposes of administering homeless services to a homeless individual located on that private property. Requires a report to the legislature. Exempts homeless service providers from civil liability relating to trespass that may result from the administration of homeless services. Appropriates funds. Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.
Requires procurement officers to document whether to pursue a design professional or contractor for damages in the event of construction cost overruns. Makes cost overruns a construction defect for the purposes of the contractor repair act. Requires the state procurement office to include training on the duty of procurement officers to hold design professionals liable for breaches of professional standards. Requires the state procurement office to conduct a study on the appropriateness of a liability contingency fund for cost overruns in bids for state contracts and report to the legislature. Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Makes board member attendance at community forums permitted interactions under certain circumstances. Requires the board to include an open forum for public comments on non-agenda items. Allows an electric utility to own, operate, lease, plan, construct, install, maintain, or replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.
Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements.
