RELATING TO CANNABIS FOR MEDICAL USE.

Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the restricted access area within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries and makes other conforming amendments to the State's medical cannabis dispensary law. Effective 7/1/2050. (HD2)

RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES.

Requires the office of solid waste management to establish the recycled products manufacturing grant program to incentivize new recycled products manufacturing, bioconversion, or composting business within the State. Appropriates funds. Effective 7/1/2050. (HD2)

RELATING TO AN ADVISORY REFERENDUM ON CANNABIS IN HAWAII.

Requires an advisory referendum consisting of a question to be placed on the ballot for the general election of 2020 on whether the electorate wishes the State to legalize the sale and use of recreational cannabis in Hawaii.

RELATING TO CONTROLLED SUBSTANCES.

Requires a health care professional or pharmacist who dispenses any opioid drug to include with the drug instructions for disposing of any unused portion, along with a pre-addressed envelope or package that can be used to mail any unused portion to a medication disposal program in the State at no cost to the person to whom the drug was dispensed.

RELATING TO GARDENS.

Authorizes the department of education and Hawaii community development authority to develop programs that provide incentives to establish gardens on school campuses and within housing projects and communities.

RELATING TO MINIMUM WAGE.

Increases the minimum wage rate to $15.00 per hour and requires the State to contribute $2.00 per hour per employee to employers with 25 or fewer employees beginning 1/1/2022.

RELATING TO DEPARTMENT OF HAWAIIAN HOMELANDS.

Establishes a task force to examine the current operation and practices of the Department of Hawaiian Homelands, particularly as it relates to use and distribution of its land assets, and to further provide suggestions and innovative solutions to end the waitlist issue and assist with initiatives designed to increase self-funding through better leveraging of assets.
