Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2023. Takes effect on 7/1/2024.
Beginning with the 2023-2024 school year, requires public schools to provide free breakfast and lunch to all enrolled students. Appropriates funds.
Appropriates funds to the Hawaii technology development corporation for the Hawaii small business capital program. Effective 7/1/3000. (HD1)
Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Establishes a refundable job creation income tax credit for employers who increase the number of full-time employees in the State and make certain capital investment expenditures. Effective 6/30/3000. (HD1)
Increases the capital gains tax threshold from 7.25 per cent to 9 per cent. Increases the alternative capital gains tax for corporations from 4 per cent to 5 per cent. Applies to tax years beginning after 12/31/2022. Effective 6/30/3000. (HD1)
Establishes a two-year infant and toddler child care contracted slots pilot program to develop and implement procedures to subsidize child care slots in licensed infant and toddler child care settings. Requires reports to the legislature.
Allows parties aggrieved by an order of the Hawaii Paroling Authority to appeal to the intermediate appellate court within 90 days of issuance and service of the order fixing the minimum term of imprisonment. Establishes the standard of judicial review for an order of the Hawaii Paroling Authority.
Amends the Hawaii Revised Statutes to replace the word "marijuana" and related terms with the term "cannabis" or related terms, as appropriate.
