Establishes Dependent Care Flexible Spending Accounts for all working taxpayers. Defines qualifying individuals and eligible expenses. Outlines the requirements and limitations of the accounts. Applies to taxable years beginning after 12/31/2022
Requires the department of agriculture to submit an annual report to the legislature on pesticide inspections and compliance investigations, including location, type, and enforcement action taken, conducted in the preceding year. For the first violation of the pesticide law by commercial and private pesticide applicators, eliminates the written warning penalty prior to imposition of stricter penalties. Increases monetary fines for pesticide violations.
Prohibits the Department of Land and Natural Resources from approving any land disposition to the United States military that allows for or facilitates any military training activities on the subject lands. Requires that any lease or lease extension between the State and the US Department of Defense or branches of the US military include certain provisions, including an acknowledgement that the State retains authority over all environmental matters within its jurisdiction. Provides that violation of state or federal environmental law, or any law, rule, or order on a matter affecting the health and safety of the State's residents, shall be grounds for terminating the lease. Prohibits the State from leasing public lands to or extending the lease of the US Department of Defense or any branch of the US military if the department or branch is noncompliant with any environmental order, consent decree, or memoranda of agreement, or any law, rule, or order on a matter affecting residents' health and safety.
Appropriates $75,000,000 to the Department of Hawaiian Home Lands for infrastructure.
Requires that a disclaimer be provided by sellers or providers of emotional support animals or certificates, identifications, tags, vests, leashes, and harnesses for emotional support animals that the animal is not a service animal. Establishes penalties.
Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse. Amends the exemption from mediation in divorce proceedings by disallowing mediation when there are allegations of domestic violence.
Establishes within the Department of Health a temporary Red Hill Bulk Fuel Storage Facility Defueling Commission to monitor the compliance of the United States Department of Defense or other agencies with any orders or laws relating to the Red Hill Bulk Fuel Storage Facility or United States Department of Defense infrastructure involved in the 2021 drinking water contamination event. Establishes a Red Hill Compliance Office to support the Commission. Appropriates moneys. Sunsets on 6/30/2027.
Raises the minimum age for marriage from 16 to 18 years of age. Removes the requirements of parental consent and written approval by the family court for a minor to marry. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments.
Extends the Ohana Zones Pilot Program to 2026 to reduce homelessness by placing individuals into permanent housing, expanding housing, and preserving existing housing. Appropriates moneys.
Creates a new classification of temporary teacher so that long-term substitute teachers are compensated for a full eight-hour work day of teaching and the additional necessary tasks associated with long-term substitute teaching positions. Compensates temporary teachers for designated state holidays and intersessions. Appropriates funds.
