Establishes the state youthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants. Authorizes the department of labor and industrial relations to award grants eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Establishes a three-year Homeless Employment Grant Program that provides homeless individuals with work opportunities and connects them with service providers. Establishes the Hawaii Broadband Office within HTDC. Establishes the position of State Broadband Strategy Officer. Renames the Broadband Assistance Advisory Council as the Broadband Advisory Council and amends its purpose and membership. Requires the Board of Education to invite the exclusive representative for Bargaining Unit (5) (teachers and other personnel of the Department of Education) to appoint a nonvoting public school teacher representative to the Board. Effective 7/1/2050. (SD2)
