Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2021. Authorizes the use of county surcharge revenues for affordable and workforce housing infrastructure. Effective 1/1/2055. (HD1)

Requires past performance be considered in future bid selection of contractors for sole source contracts and any competitive sealed bid or proposal contracts that exceed the small purchase threshold. Requires procurement officers to consider specific factors, including past performance, when making a determination of offeror responsibility.
Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000. Sets aside the revenue from the increased surcharge tax for capacity projects in that county. Effective 1/1/2023.
Authorizes funds from the works of art special fund to be used for Bishop Museum and Iolani Palace. Sunsets 6/30/2022. Effective 7/1/2065. (HD1)
Adjusts towing company charges and fees for vehicles left unattended or abandoned. Establishes a clean-up charge and documentation fee.
Expands the victim-counselor privilege under Rule 505.5 of the Hawaii Rules of Evidence to include victims of dating violence, stalking, and sexual harassment and confidential advocates employed by the University of Hawaii. Effective 7/1/2060. (HD2)
Specifies that plans of correction and the status of corrective actions for care facilities shall be added to reports by the department of health within five working days. Clarifies, for reporting purposes, that the conclusion of an inspection occurs after the initial visit to a facility is completed.
Amends the offense of burglary in the second degree to include intentionally entering or remaining unlawfully on a critical electrical infrastructure. (HD2)
Requires the legislative reference bureau to conduct a study on telework and the use of alternative work schedules for state employees. Requires state departments and agencies to cooperate with the legislative reference bureau. Requires the legislative reference bureau to submit a report of its findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022. Requires the superintendent of education, or the superintendent's designee, to serve as the summer learning coordinator and coordinate all summer programs for children. Requires the summer learning coordinator to work with the department of human services to leverage federal funds for school-based summer programs. (HD1)
