Transfers the invasive species council from the department of land and natural resources to the department of agriculture for administrative purposes.

Prohibits the sale of coral products in the State and the importing and exporting of coral product.
Establishes linked investments to provide loan funds for agriculture and authorizes the director of finance to commit no more than $5,000,000 in certain available moneys for the creation of linked investments through agreements with eligible lending institutions. Appropriates funds to the department of budget and finance to hire one position to administer the linked investment program. Effective 7/1/2050. (HD2)
Establishes a working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Requires the working group to submit a report to the legislature prior to the regular session of 2022.
