Requires DLNR to conduct a point-in-time count of feral cats per island by 6/30/23. Requires the invasive species council to develop and implement a program to effectively reduce the feral cat population in the State by 12/31/25. Appropriates funds.
Establishes a separate fee and charge for the inspection, quarantine, and eradication of invasive species contained in air freight brought into the State, to be used for the program at the airports. Establishes a fund for the revenues to be deposited into. Appropriates funds.
Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification. Requires the Board of Land and Natural Resources to prepare all studies to determine the health and safety issues of flooding to surrounding areas and safe removal or retirement of a dam or reservoir upon the request of a homeowner association or homeowner of property where a dam or reservoir is situated. Appropriates funds for a two-year pilot program to study dam removal in counties with a population of less than two hundred thousand people. Requires a report to the legislature.
Requires that new income tax credits established or renewed after 12/31/2022 include a five-year sunset or an annual one-third reduction.
Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county.
Appropriates funds to support Hawaii's nursing workforce and address the nursing workforce shortage by increasing University of Hawaii nursing faculty positions, providing education grants to qualified students who represent underrepresented persons in nursing, and providing greater training and development for nurses.
Establishes a shortage differential salary incentive program within the department of education to provide shortage differential pay for teachers working in special education, hard-to-staff locations, and Hawaiian immersion positions. Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.
