Establishes a fire safety working group to determine if a full-time state fire marshal's office would be more effective than the existing state fire council in planning, executing, and promoting fire safety-related programs and topics in the State. Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.
Requires state moneys used to procure health and human services to be the funding source of last resort. Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if 2 otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the Department of Health to provide an explanation of how providers may capture federal medicaid moneys.
Allows an electric utility to own, operate, lease, plan, construct, install, maintain, or replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.
Requires the Department of Agriculture to collaborate with agricultural growers and researchers to develop and implement a program to safely distribute disease- and insect-free tropical plant materials to Hawaii farmers. Requires the Department of Agriculture to adopt rules to specify the plant species and varieties that warrant additional regulations. Appropriates funds.
Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system.
