Establishes a suicide prevention task force to examine, evaluate, and determine methods to reduce suicides within state correctional system.

Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. Amends the definition of motor scooter.

Requires the use of the public utilities commission's universal service fund to provide free telecommunications access to information for individuals with print disabilities.
Extends the sunset date to claim the motion picture, digital media, and film production tax credit to December 31, 2035.
