Sets the employer contribution rate for small business employers for calendar years 2021 and 2022 at an unspecified schedule. Defines "small business employer". Applies retroactively to 01/01/21.

Establishes a process for landowners whose real property is at risk of reasonably foreseeable flooding or whose real property has experienced a flood due to man-made alterations or natural conditions on state lands to petition the department of land and natural resources for a flood mitigation action plan. Authorizes landowners to undertake improvements to the state lands if substantial progress is not made within a certain amount of time.
Amends the law enforcement officer independent review board to include review of any specific incident of alleged misconduct recommended by certain officials and make it a permanent board. Amends the membership of the law enforcement standards board. Amends the term for members of each board to four years.
Allows a qualified applicant to change their sex designation on their own birth certificate.
Requires the department of land and natural resources to purchase within its existing budget an Infrared Unit B2-FO for the Maui branch of the division of forestry and wildlife for game management and collecting and tracking accurate herd counts.
Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget and position count into the department of health. Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of such transition. Part II takes effect on 6/30/2021.
Extends by three years the requirement that the department of health furnish, free of charge, certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider. Repeals June 30, 2024.
Prohibits any planned community association from assessing a fine or requiring an architectural review for construction or installation work to the exterior of a member's or tenant's unit if performed more than three or more years ago or if performed by a previous member of tenant of the unit, regardless of when the previous member or tenant performed the construction or installation work on the unit.
Appropriates funds for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.
Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.
