RELATING TO WEAPONS.

Requires the Department of the Attorney General to publish annual reports regarding certain protective and restraining orders, firearms, and electric guns. Authorizes persons subject to certain protective and restraining orders to possess or control firearms, ammunition, or electric guns in the course of employment, subject to certain conditions. PROPOSING AMENDMENTS TO ARTICLES VIII AND X OF THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON RESIDENTIAL INVESTMENT PROPERTY TO INCREASE FUNDING FOR PUBLIC EDUCATION.

Proposes amendments to the Hawaiʻi State Constitution to repeal the counties exclusive power to tax real property and authorize the Legislature to establish a state surcharge on real property taxation levied by the counties on certain residential investment properties for the purpose of helping to fund public education for all of Hawaiʻi's children and adults. Effective 7/1/3000. (HD2)

RELATING TO THE ADMINISTRATION OF THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Replaces the position of Deputy to the Chairperson of the Commission on Water Resource Management with the position of Executive Officer, who shall be appointed and managed by the Commission. Authorizes the Commission on Water Resource Management to retain independent legal counsel. Makes the Chairperson of the Board of Land and Natural Resources an ex officio member of the Commission on Water Resource Management and provides that the Commission shall elect a chairperson from among its non ex officio members. Requires the Commission on Water Resource Management and Department of Land and Natural Resources to establish procedures and safeguards to avoid conflicts of interest. Effective 6/29/3000. (HD1)

RELATING TO ACCESS TO EDUCATION.

Appropriates funds to Leeward community college Waianae Moku to support and assist students who are twenty-four years old or younger and ineligible to apply for federal financial assistance through the Free Application for Federal Student Aid application because they are unable to access their parents' tax information. RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals the statewide curfew for minors. Effective 7/1/3000. (HD2)
