Establishes a private roads task force to identify and facilitate the repair and transfer of certain private or disputed roads to the appropriate government agency.
Appropriates funds to the Department of Education to assist individuals in obtaining a commercial driver's license for the purpose of becoming school bus drivers. Effective 7/1/3000. (HD1)
Amends the Hawaiʻi Workforce Development Council law to be consistent with the General Appropriations Act of 2021. Renames "Hawaiʻi Workforce Development Council" to "Hawaiʻi Workforce Development Board". Requires the Hawaiʻi Workforce Development Board and local workforce development boards to develop written conflict of interest policies. Amends provisions related to the selection of the Chairperson, duties, and powers of the Hawaiʻi Workforce Development Board. Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative. Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, Hawaiʻi Revised Statutes. Makes appropriations to establish six full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Effective 7/1/3000. (HD1)

Makes the class B felony offense of delivering drug paraphernalia to persons under eighteen years of age applicable to offenders who are at least twenty-one years old. Exempts drug paraphernalia for marijuana from certain penalties under the Uniform Controlled Substances Act. Makes the possession of less than one ounce of recreational marijuana a nonjailable violation punishable by a fine of $25. Effective 7/1/3000. (HD1)
Prohibits any person convicted of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant from purchasing or publicly consuming alcohol for a certain period. Effective 7/1/3000. (HD1)
Establishes the Automated Speed Enforcement Systems Program. Authorizes the state or counties to administer the Automated Speed Enforcement Systems Program. Requires fines collected beginning 1/1/2025 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program. Creates a new offense of noncompliance with the posted speed limit under the Automated Speed Enforcement System. Appropriates funds. Effective 7/1/3000. (HD1)
