RELATING TO AFFORDABLE HOUSING.

Requires, for any affordable rental housing development project that receives financing or any financial assistance from the Hawaii Housing Finance and Development Corporation, that the Corporation require the housing development lease or occupancy agreement to allow residents to own or otherwise maintain one or more common household pets. RELATING TO HEALTH.

Requires the Department of Health to procure a Maternal and Infant Health Information Mobile Application by 1/1/2027 to provide qualified individuals with information on federal and state programs and resources for prenatal, pregnant, and postpartum individuals and their families. Requires DOH to issue a request for proposals. Authorizes DOH to procure or otherwise contract for an existing mobile pregnancy application. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO PAID FAMILY LEAVE.

By 1/1/2029, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2030, requires the Department to begin receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. RELATING TO UNACCOMPANIED HOMELESS YOUTH.

Entitles unaccompanied homeless youth, including runaway youth, with the rights, as provided by the federal McKinney-Vento Homeless Assistance Act of 1987, to immediate enrollment in school, full participation in school activities, and access to comparable school and educational services provided to other students. Establishes a student-centered, safety-first protocol for unaccompanied homeless youth enrolling in or attending school. Permits unaccompanied homeless youth to provisionally enroll in school without providing immunization records. Effective 7/1/3000. (HD3)

RELATING TO THE BOARD OF EDUCATION.

Requires the exclusive representative for bargaining unit (5) to appoint to the Board of Education a nonvoting public school teacher representative. Authorizes the nonvoting public school teacher representative to participate in all Board of Education meetings and enter into executive sessions, except in certain matters related to collective bargaining negotiations or personnel matters that may pose a conflict of interest. RELATING TO TRANSPORTATION.

Requires the Department of Transportation to assess a per passenger head infrastructure fee against cruise ships docking in the State's commercial harbors. Establishes the Cruise Ship Special Fund.
