Amends the motion picture, digital media, and film production income tax credit by requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year.

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Establishes the Hawaiʻi Sports Task Force within the Department of Business, Economic Development, and Tourism to plan and coordinate efforts to secure and maintain Hawaiʻi as a host location for major sporting and sports entertainment events at Aloha Stadium and other locations in the State.
Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)
Authorizes naturopathic physicians to provide written certification to qualifying patients for the medical use of cannabis. Clarifies provisions regarding the establishment of bona fide physician-patient, naturopathic physician-patient, and advanced practice registered nurse-patient relationships via telehealth.
Permits the use of a vehicle for the purposes of human habitation in any public parking lot operated by a state department, subject to certain conditions.
Requires the department of human services to adopt rules, contingent on the approval of the Hawaiʻi state plan amendment by the Centers for Medicare and Medicaid Services, to remove the $2,000-per-individual asset limit for eligibility for assistance under the med-QUEST program. Establishes the state YouthBuild program to assist nonprofit and public entities in applying and qualifying for federal YouthBuild program grants. Authorizes the department of labor and industrial relations to award grants to eligible nonprofit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Establishes the Hawaiʻi Environmental Protection Agency. Transfers jurisdiction of certain functions and employees of the Department of Agriculture and Department of Health to the Hawaiʻi Environmental Protection Agency.
Authorizes psychiatrists and advanced practice registered nurses to file a petition to initiate the administrative authorization process in cases where the patient objects to treatment and is not in the custody of the director or involuntarily committed to a psychiatric facility.
