RELATING TO STUDENT TRANSPORTATION.

Requires the department of education to establish a student bus fare rate system to include free bus passes for students whose household qualifies the student for free or reduced price lunch under the free and reduced price lunch program. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO INSURANCE.

Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance. Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law. Repeals the sunset of the peer-to-peer car-sharing insurance requirements. (HD1)

RELATING TO HEALTH.

Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. RELATING TO REPRODUCTIVE CARE.

Establishes the Hawaiʻi reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaiʻi, and project reproductive care workforce needs. Appropriates funds.

RELATING TO SOCIAL WORK.

Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work. RELATING TO NOISE.

Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.
