Requires the Department of Human Services to establish ohana zones where homeless persons may reside. Appropriates funds. (HB2270 HD1)
Requires the University of Hawaii Center on Aging to convene a task force to review the impacts of the aging population on Hawaii in 5, 10, and 20 years. The Director of the Executive Office on Aging shall determine the scope and objectives of the review.
Makes an appropriation to the University of Hawaii to offset the cost of mandatory student fees that go to transportation benefits.
Reduces the tax on beer to $0.42 per wine gallon of beer and eliminates the distinction between draft beer and packaged beer for taxation purposes.

Proposes amendments to the Hawaii State Constitution to advance the State's goal of providing a quality public education system for the children of Hawaii by authorizing the Legislature to establish, as provided by law, a surcharge on residential investment property valued at $1,000,000 or greater and visitor accommodations.
Provides limited liability protection for county lifeguards and counties providing lifeguard services on beaches or in the ocean.
Makes an exemption from tort liability for the State and counties arising from lifeguard services, except for gross negligence or wanton acts or omissions.
Requires use of an unspecified percentage of funds in the Mental Health and Substance Abuse Special Fund to provide housing for residents who qualify for Social Security disability benefits and are diagnosed with a life-long serious mental illness. (HB874 HD1)
Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
